Iowa has a newly formed coalition called the Iowa Person Directed Care Coalition.

They meet every month and member participants include the trade associations, the survey and certification agency, the QIO, LTC Ombudsman, care givers association to name a few. The group was developed out of the St. Louis Accord and pledges by 2008 to share the vision for those who provide and receive care within the LTC continuum.

Its Vision Statement is: Creating philosophies, practices and environments within the long term care continuum, that renew the spirit for living through opportunities for relationships, compassion, hospitality and empowered choices.

As Iowa celebrates one full year of building the Iowa Person Directed Care Coalition, we have discovered the task of implementing culture change and person directed care throughout Iowa’s nursing homes is a real challenge.

In order to build momentum for Coalition activities, we recruited volunteers to serve on three work groups: Regulatory, Definitions/Application and Interventions. We were thrilled with the response as sixty-seven people expressed interest in serving in some capacity.

The Regulatory work group was tasked with reviewing state administrative rules to identify potential barriers to person directed care environments. The Definitions/Applications work group is developing a common word list to be used so we all talk the same culture change/person directed care language.

The Interventions work group split into three sub groups to work on care practices, environmental practices and workplace practices (the HATch model).

Three coalition members attended the Pioneer Network Conference in Philadelphia and brought back tools, materials and ideas to share with the membership.

The IPDCC meets monthly and is holding an informational meeting  April 27, 2006 at a local community college to share our mission, goals and purpose.

Purpose Statement

The Iowa Person Directed Care Coalition (IPDCC) creates and promotes philosophies, practices and environments within the long term care continuum that renew and support the spirit for living through opportunities for relationships, compassion, hospitality and empowered choices.

Vision Statement

In the year 2008, persons served in Iowa are directing their lives and care wherever they live because barriers to person directed care have been eliminated.

Values

The Iowa Person Directed Care Coalition:


·    values the individual right to self determination

·    considers needs of persons served before personal or organizational needs

·    actively seeks opportunities for collaboration

·    provides and promotes ongoing opportunities for education and training


We have three workgroups:


Definitions/Application: This workgroup will work on the task:

There is a common understanding statewide of the definition of person directed care  (PDC) and how to apply PDC concepts across the continuum of care settings.

Interventions: This workgroup will work on the task:

IPDCC has a process in place to identify and address other non-regulatory barriers to implementing PDC.

Rules/Regulations: This workgroup will work on the task:

One hundred percent of regulators, advocates, providers and persons served concur that the survey process supports and enhances PDC.
