The coalition work in Iowa is really promising. The Iowa Person Directed Care Coalition met in April and developed the following goals for 2006. What I like best about their approach is their inclusiveness of all aspects of the long-term care spectrum.
Iowa Person Directed Care Coalition Goals

Goal 1 Coalition Governance and Maintenance

• The IPDCC will be a high functioning and effective coalition that supports a vision of eliminating barriers to implementing PDC.

Goal 2 Focus Areas I – III*

• There is a common understanding statewide of the definition of person directed care (PDC) and how to apply PDC concepts across the continuum of care settings.

Goal 3 Focus Area I - Nursing Homes

• State and Federal Regulations which present barriers to PDC, have been reviewed and addressed by key stakeholders including regulators, owners, administrators, consumers and advocates.

Goal 4 Focus Area I - Nursing Homes

• An effective, efficient resolution process is in place to proactively identify and address “gray areas” of the regulations so that 100% of owners/administrators, developers, advocates and regulators know about and have a favorable impression of the resolution process. One hundred (100) percent of those who use the process are satisfied with the results.

Goal 5 Focus Area I - Nursing Homes

• One hundred percent of regulators, advocates, providers and persons served concur that the survey process supports and enhances PDC.

Goal 6 Focus Area I - Nursing Homes

• IPDCC has a process in place to identify and address other nonregulatory barriers to implementing PDC.

Goal 7 Focus Area II -- Assisted Living/Residential Care Facilities/Elder Group Homes

• IPDCC has identified perceived barriers to PDC and is in the process of eliminating those barriers.

Goal 8 Focus Area III -- Home Care and Adult Day Services

• IPDCC has identified perceived barriers to PDC and is in the process of eliminating those barriers.

Iowa Better Jobs Better Care Demonstration Project (none / 0)

The Better Jobs Better Care Demonstration Grant program supports teams of providers, workers, and consumers to test new ways to recruit and retain direct care workers in long-term care settings.  The demonstrations aim to change public policy as well as provider practice at the state or substate level in order to reduce vacancies and turnover among paraprofessionals, improve the quality of paraprofessional jobs, and strengthen the ability of the workforce to meet future demand for long-term care.
